CITY OF SAN LEANDRO MEMORANDUM DATE: October 12, 2007 TO: City Council Finance Conunittee FROM: John Jermanis City Manager SUBJECT: 2-1-1 Telephone Service The 2-1-1- telephone referral service is a nationwide program to provide free 24-hour access to a wide range of human service needs. This service has been already been implemented in San Francisco, Santa Clara and Contra Costa Counties. In 2003, the California Public Utilities Commission selected Eden I&R (Information & Referral) to implement and manage the 2-1-1 program for Alameda County. Eden I & R, Inc. is a 501(c) (3) non profit agency that serves as a link between Alameda County families and individuals and the full range of community resources available to them. Attached for your information is status report from Eden R & I on the implementation plans for 2-1-1 in Alameda County. The annual cost for this service is $1.3 million. Funding will be provided by Alameda County and its Cities as well as from private and non-profit foundations. For the Fiscal Year 2007-08, the County will contribute $500,000 toward program costs and the cities will match that amount. San Leandro's share of 2-I-1 service cost is $25,000. All the cities in the county have agreed to pay a proportionate share of the cost based on population. It is expected that 80 percent of the State will have 2-I-1 available by the end of 2007. This service will be particularly helpful to the Police Department and the Recreation and Hurnan Services Departments. Please let me know if you have any questions or need additional information.
