core of economic and community activity in downtown San Leandro, which goals and policies <br />are integral to achieving the purposes of the General Plan and applicable redevelopment plans. <br />(B) There is currently an oversupply of Fast Food restaurants, small-scale Fast <br />Food restaurants, and similar uses in downtown San Leandro, and this oversupply conflicts with <br />the goal of the City to provide a broad and balanced range of retail, including restaurant, uses in <br />the downtown area. <br />(C) There is a limited supply of convenient parking in the downtown shopping <br />district, and the impact of additional Fast Food restaurants, small-scale Fast Food restaurants, <br />and similar uses could impede the City's efforts to ensure necessary and adequate parking to <br />support the City's goals relating to revitalization of downtown San Leandro. <br />Section 2. Section 1-304 of Article 3 of the San Leandro Zoning Code is amended as <br />set forth in Exhibit A, which is attached and incorporated by reference into this Ordinance. <br />Section 3. Section 2-604, Section 2-606, Section 2-608, Section 2-612, Section 2- <br />614, Section 2-616, Section 2-618, Section 2-620, Section 2-622, Section 2-624, and Section 2- <br />674 are amended as set forth in Exhibit A, which is attached and incorporated by reference into <br />this Ordinance. <br />Section 4. Section 2-704, Section 2-706, and Section 2-708 are amended as set forth <br />in Exhibit A, which is attached and incorporated by reference into this Ordinance. <br />Section 5. Section 4-1630 of Article 16 is amended as set forth in Exhibit A, which is <br />attached and incorporated by reference into this Ordinance. <br />Section 6. Section 4-1704 is amended as set forth in Exhibit A, which is attached and <br />incorporated by reference into this Ordinance. <br />Section 7. Effective Date and Publication. <br />This ordinance shall take effect thirty (30) days after adoption and the title thereof shall <br />be published once prior to adoption. <br />Section 8. Repeal of Interim Urgency Ordinance. <br />Upon the effective date of this Ordinance, the Interim Urgency Ordinance Prohibiting <br />Consideration and Approval of Use Permits, Variances, Building Permits, Start of New <br />Construction or Other Entitlements for all New Fast Food Establishments in the Commercial <br />Downtown Zoning District (Ordinance No. 2004-001) is repealed and of no further effect. <br /> <br />2 <br />
