shall provide the Tax Administrator with a copy of any written procedures describing the <br />information that the service supplier needs to implement the ordinance change. If the service <br />supplier fails to provide such written instructions, the Tax Administrator, or his or her agent, <br />shall send, by first class mail, a copy of the ordinance change to all collectors and remitters <br />of the City's utility users taxes according to the latest payment records of the Tax <br />Administrator. <br />Section 23.
