ity. <br />Section 3. Section 2-704(A)(11) of the San Leandro Zoning Code is hereby deleted. <br />Section 4. Section 2-706(A)(11) of the San Leandro Zoning Code is hereby deleted. <br />Section 5. Environmental Review. <br />The City Council finds that the adoption of this Ordinance is exempt from environmental <br />review under the California Environmental Quality Act pursuant to Public Resources Code <br />Section 21065 based on the finding that this Ordinance is not a "project" within the meaning of <br />Section 15378 of the State CEQA Guidelines, because it has no potential for resulting in physical <br />change in the environment, directly or ultimately. <br />Section 6. Effective Date. <br />This ordinance shall take effect immediately as an urgency measure for the immediate <br />preservation of public peace, health, and safety. <br />Section 7.
