PUBLIC HEARINGS-JOINT CITY COUNCIL/ REDEVELOPMENT AGENCY <br />None. <br />5. PUBLIC COMMENTS <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br />Harold Perez, San Leandro resident, addressed the City Council, commenting on the <br />amount of time it has taken to implement the airport noise insulation program. Mr. Perez <br />commented on the recent community meeting on Westgate Parkway at which closing <br />Timothy Drive to through traffic was discussed. <br />Wafaa Aborashed, San Leandro resident, addressed the City Council, commenting on <br />issues with the airport noise insulation program and research by the Healthy San Leandro <br />Collaborative on air pollution generated by West San Leandro businesses. Ms. Aborashed <br />expressed concern regarding ALCO Metals' application to the BAAQMD for a permit to <br />operate new equipment, and she urged the City to provide input during the public comment <br />period prior to the application's approval. <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br />City Manager Jermanis noted that participation in the airport noise insulation program <br />requires that the homes being insulated be brought up to code. A total of 200 homes would <br />be insulated, and staff will provide an update on the insulation program at the next Airport <br />Committee Meeting. <br />Regarding Mr. Perez's comments about Timothy Drive, Mr. Jermanis reported that Mayor <br />Santos and Councilmembers Prola and Starosciak attended the Westgate meeting, and the <br />Mayor had apprised him of the comments made by residents at the meeting. The meeting was <br />hosted by the Engineering and Transportation Department for the purpose of receiving public <br />input on the idea of creating a cul-de-sac on Timothy Drive in order to construct Phase II of <br />the Westgate Parkway project. As a member of ACTIA, Mayor Santos has discussed the <br />possibility of seeking an extension to the project so that the City would have more time to <br />study its options. Mr. Jermanis stated that there is still much work to be done, and no <br />immediate action will be taken. <br />Mr. Jermanis reported that staff was informed that ALCO Metals has a new process for <br />removing paint from metal. He noted that the City's Environmental Services Division is <br />looking into ALCO's permit and will provide comments on the air quality-related issues to <br />the BAAQMD. The City has also advised ALCO Metals that the new use will require a <br />
