The proposed two new <br />homes on the westerly half of the site would be two -stories tall. The proposed new <br />home at the northeasterly portion of the site, behind the existing duplex would be <br />three -stories tall. Assessor's Parcel Numbers 77-451-18 and 77-451-19; S. Wong c/o <br />V. Leung, V Power Design (applicant and property owner). <br />SUMMARY AND RECOMMENDATION <br />In January 2007, the Planning Commission conducted a work session and heard this matter. The <br />applicant proposes to develop an underutilized property at the north side of Callan Avenue, across <br />the street from the main library, with a planned development comprising three new single-family <br />homes. The existing duplex along the front of the property would be retained. The subject property <br />is just east of the City's Downtown Plaza Shopping Center. <br />The applicant has made the changes to the plans to respond to the comments from the January work <br />session. Staff recommends that the Planning Commission review the proposed rezone from RM - <br />1800 Residential Multi -Family District to RM -2500 (PD) Residential Multi -Family, Planned <br />Development Overlay District and the planned development for the construction of three new single- <br />family homes, and forward the recommendation for adoption of the Categorical Exemption, the <br />Rezone and the Planned Development to the City Council subject to the attached recommended <br />conditions and findings. <br />APPLICANT'S SUPPORTING STATEMENT <br />None provided. <br />RELATIONSHIP TO SURROUNDING AREA <br />The neighborhood surrounding the subject property is an eclectic mix of multi-, two-, and single- <br />family homes within the RM Residential Multi -Family District. To the west and north of the site are <br />small multi -family buildings, some with the "ranch home" architectural detailing that was typical of <br />smaller 1950's apartments. Immediately to the east are older one- and two- family dwellings, which <br />generally retain traditional elements of the Victorian and colonial revival styles. The two-family <br />dwelling, owned by the applicant, sits on 254 Callan Avenue. The area behind the duplex and the <br />adjacent parcel, 240 Callan Avenue, is undeveloped. <br />
