Regular Meeting <br />Item 1: Roll Call <br />Present: Planning Commissioners Abero, Collier, Finberg, Ponder, Vice -Chair <br />Dlugosh, Chair Reed. <br />Excused: Commissioner Nardine. <br />Staff: Kathleen Livermore, Secretary to the Planning Commission; Elmer <br />Penaranda, Planner II; Stephanie Stuart, Assistant City Attorney; Ryan <br />Evans, Development Planner; Larry Ornelas, Facilities Coordinator; <br />Barbara Templeton, Recording Secretary. <br />Item 6: Public Hearing <br />(a) Matter of PLN2007-00050; Rezoning and Planned Development; to rezone the <br />subject properties, 240-254 Callan Avenue from RM -1800 Residential Multi -Family <br />District to RM-2500(PD) Residential Multi -Family, Planned Development Overlay <br />District; Planned Development to retain the existing two-story duplex and to <br />construct three new single-family homes on the vacant portions of the site. The <br />proposed two new homes on the westerly half of the site would be two stories tall. <br />The proposed new home at the northeasterly portion of the site, behind the existing <br />duplex, would be three stories tall. Assessor's Parcel Numbers 77-451-18 and <br />77-451-19; Sonny Wong c/o Victoria Leung, V Power Design (applicant and <br />property owner). <br />Environmental Status: This project to construct three new residential units is <br />categorically exempt from the California Environmental Quality Act (CEQA) per <br />CEQA Guideline article 19, Categorical Exemption, Sections 15303 (b) and 15332. <br />Planner Penaranda explained that this proposal, on a 14,500 -square -foot site, was the <br />subject of a work session in January 2007. Neighboring properties include apartment <br />complexes as well as single-family homes, with the San Leandro Main Library across the <br />street. Five housing units on the property — the three proposed new Craftsman -style <br />homes plus the duplex — translate into one unit per 2,900 square feet. In response to <br />Commissioners' comments at the work session, designer Victoria Leung has revised the <br />three-story home as well as the duplex, as well as adding more specifics to the proposal <br />regarding fencing, paving and exteriors.
