CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Councilmember Prola reported that he attended a meeting of the East Bay Dischargers <br />Authority as the alternate representative. He reported on various personnel matters with <br />EBDA staff, and stated that the Authority would like the City of San Leandro to serve as <br />its treasurer. The next meeting will be held in November, and he plans to attend that <br />meeting as well. <br /> <br />Councilmember Prola reported on the meeting of the Oakland Airport Community <br />Noise Forum. It was reported at the meeting that there will be more business jets flying <br />over San Leandro. Councilmember Prola reported that he abstained from voting on the <br />appointment of an ambassador at large due to concerns expressed by San Leandro <br />residents. He reported that the Port will provide a comparison of air traffic between the <br />second quarter 2002 and second quarter 2007 to the North Field and South Field groups. <br /> <br />Councilmember Starosciak reported on two CMA meetings she attended. The Plans <br />and Programs Committee met today to discuss the STIP fund, and reduced a list of 16 <br />projects to seven. Councilmember Starosciak was happy to report that the Marina <br />overcrossing is one of the seven projects which will be funded through the STIP <br />program. The second meeting was on the Central Alameda Freeway Study, which was <br />held at the San Leandro History Museum. Councilmember Starosciak commented that <br />she received compliments about the facility. She noted that the 238/Washington <br />overcrossing keeps coming up in discussions as a location that needs to be addressed in <br />some way. <br /> <br />Mayor Santos reported that he received information from ACTIA that the City may get <br />a two-year extension on the Westgate project. He asked Councilmember Starosciak to <br />let the Council know if the CMA plans to take a similar action. Mayor Santos reported <br />that Vice Mayor Grant attended the ACTIA meeting on his behalf. The next meeting <br />will be in December. <br /> <br />B. Reports on Conferences and Seminars <br /> <br />Councilmember Starosciak reported that she attended the Oakland Airport Community <br />Noise Forum as an observer, and she commented that the five-hour program was well <br />designed and informative. The presenters were experts in the field, and many of the <br />individuals in attendance were invited as participants of the residential noise insulation <br />programs in Alameda and San Leandro. <br /> <br />Councilmember Starosciak also reported on the ABAG Bay Area on the <br />MoveVice Mayor Grant and City staff members <br />Kathleen Livermore and Jane McCrea also attended. Councilmember Starosciak <br />mentioned that one idea that may be considered in the future is , <br />such as charges for driving on congested freeways and gasoline surcharges. She <br /> <br />
