DRAFT MINUTES <br /> Page 11 <br />City of San Leandro City Council, San Leandro Economic Development Agency and San Leandro Redevelopment <br />November 5, 2007 <br />Agency Joint Meeting <br /> <br /> <br />reported on a program called FOCUS, which supports the development of local transit- <br />oriented development projects. Councilmember Starosciak remarked that there has <br />been no mention of locating business near transit, which she feels is key to getting <br />people out of cars and onto transit. She pointed out that the Number One employer in <br />almost every city is the school district, and San Leandro has almost no public transit to <br />its schools. <br /> <br />Mayor Santos agreed with Councilmember about the school <br />district. He stated that at the City/School District Liaison Committee meetings he has <br />th <br />noted the problems at Bancroft and 136 and the high school parking situation. He has <br />suggested permit parking at the high school and prohibiting students living within 10 <br />blocks of the school from parking in the school parking lot. <br /> <br />Mayor Santos reported that Vice Mayor Grant attended the MTC and ABAG meetings, <br />and she attended a meeting of the National Association of Redevelopment Housing <br />Officials on October 27-30 in San Diego. <br /> <br />C. Reports on City Council Committees <br /> <br />1. City and San Lorenzo Unified School District Liaison Committee Meeting of <br />Accepted as submitted. <br />October 18, 2007. <br /> <br />Accepted as submitted. <br />2. Finance Committee Meeting of October 16, 2007. <br /> <br />Recommendation for City Council Consideration: <br /> <br /> <br />a. Schedule approval of administrative guidelines for the City Council <br />Empowerment Fund. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />b. Schedule approval of amendments Title 4, Chapter 5 of the San Leandro <br />Municipal Code relating to peddlers, solicitors, and itinerant merchants. <br /> <br />Mayor Santos commented that the Finance Committee has suggested $1 <br />million in liability coverage for peddlers and itinerant merchants. He <br />expressed concern about the ability of these merchants to afford this level of <br />insurance coverage. Mayor Santos would like to see peddlers have some <br />level of coverage. He requested that the Committee look at the premiums <br />charged for $1 million liability coverage, and possibly have the Risk <br />Manager provide an opinion. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />c. Schedule approval of the new general banking services provider. <br /> <br /> <br />
