PUBLIC COMMENTS Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. fill out a speaker card When you address the City Council, you should and submit it to the City Clerk so the order of speakers may be determined and an official record of names and NOT addresses obtained. The public is invited to make comments on items of public interest listed on the Agenda. Chris Alvarez, San Leandro resident , addressed the City Council, commenting on the poor condition of the restroom and snack bar facilities at Stenzel Park. Mr. Alvarez presented a letter to the Council from the Washington Manor Junior League, requesting that the City construct new snack bar and restroom facilities at the park. Scott Gardner, Larouche Political Action Committee , addressed the City Council, commenting on the recent housing crisis and increase in foreclosures. Mr. Gardner urged the City Council to endorse the Homeowners and Bank Protection Act of 2007 (HBPA). Jonathan Stuart,Larouche Political Action Committee , addressed the City Council in support of the HBPA. Mr. Stuart urged the Council to consider broadening its scope and support the HBPA in light of the current foreclosure crisis. Harold Perez, San Leandro resident , addressed the City Council, expressing concern regarding the idea of moving Burrell Field to Oyster Bay Regional Park. Mr. Perez commented parking tickets are being processed in San Ramon. 6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS Mr. Jermanis addressed the comments related to Stenzel Park, indicating that Councilmember improvements made to the restroom and snack bar facilities at the park. He noted that traditionally, the construction of snack bar facilities have been the responsibility of the various sports leagues. Mr. Jermanis indicated that the item would be included for consideration in the Capital Improvement Program for the upcoming year. Mr. Jermanis stated that the Council recognizes the severity of the housing foreclosure crisis. However, the Council by policy has established that it does not take action on issues that are outside its jurisdiction and authority. Regarding Burrell Field, Mr. Jermanis indicated that there has been general discussion but no decision to sell the current site and move the field to Oyster Bay Regional Park. Mr. Jermanis commented that parking tickets issued by the City are processed by a company in San Ramon.
