E. There shall be no parking or storage of boats, trailers, camper tops, inoperable <br />vehicles and the like outside the building, within either of the project sites. <br />F. Refuse containers and recycle bins shall be left in the designated areas on the property <br />or in the rear yard area, and out of view from the public right-of--way on non-service <br />days. <br />VIIL FENCING AND SCREENING REQUIREMENTS <br />A. Prior to issuance of building permits, the applicant shall submit plans and details for <br />the solid wood fencing along the interior property lines of the property and to partially <br />enclose the private yards. Said solid wood fencing may be a minimum height of six- <br />feet and a maximum height of seven-feet, for the review and approval of the <br />Development Services Director. The plans and details shall show location, final <br />height, decorative features such as lattice and posts with caps, and construction details <br />showing grade of materials and paint or stains to be used for its final finish. All <br />fencing shall be installed to the satisfaction of the Community Development Director <br />prior to final inspection. Said plans and details for fencing shall include solid wood <br />fencing along the interior side property lines, in the front yard setbacks, which shall <br />not exceed three feet in height and shall be located outside of the City right-of--way. <br />B. Any electrical or gas meters, utility switch boxes, telephone, interface cabinets, outdoor <br />refuse, storage areas or other utility feature shall be screened from view by a fence, wall <br />or landscaping; details subject to the approval of the Community Development Director. <br />C. All exterior mechanical equipment such as air conditioning/heating units and <br />radio/television antennas shall be screened from view so as not to be visible from <br />adjacent properties or streets to the satisfaction of the Community Development <br />Director. This condition shall not apply to wireless cable receivers that do not exceed <br />three feet in diameter. <br />IX. CONSTRUCTION PROVISIONS <br />A. Construction activity shall not commence prior to 8:00 a.m. and shall cease by 7:00 p.m. <br />Monday through Friday, and construction activity shall not commence prior to 8:00 a.m. <br />and shall cease by 5:00 p.m. on Sunday and Saturday. No such construction is permitted <br />on Federal holidays. As provided in this City of San Leandro's Noise Ordinance <br />(ORDINANCE NO. 2003 - 005), "construction" shall mean any site preparation, <br />assembly, erection, substantial repair, alteration, demolition or similar action, for or on <br />any private property, public or private right-of--way, streets, structures, utilities, <br />facilities, or other similar property. Construction activities carried on in violation of this <br />Article maybe enforced as provided in Section 4-11-1130, and may also be enforced by <br />issuance of a stop work order and/or revocation of any or all permits issued for such <br />construction activity. <br />Agreement to Conditions January 19, 2006 <br />PLN2005-00126 Page 8 of 9 <br />
