H. There shall be no dismantling or salvaging of vehicles or engines on the site. I. The project site shall be well maintained and shall be kept free of litter, debris and weeds at all times, including removal of litter which collects against the building or within the landscaped areas along Burroughs Avenue and Wicks Boulevard. J. All landscaping shall be maintained in a healthy and growing condition at all times. Any damaged or dead plant material shall be promptly replaced with a plant material similar in type and comparable in size to the plant(s) being removed. K. Any graffiti shall be promptly removed from the property. L. Any stains on the public right-of--way associated with vehicles serviced on the site shall be removed promptly from the public right of ways as directed by the Community Compliance Division of the City of San Leandro Police Department. M. The vehicle repair business shall be subject to a review within six months of this Conditional Use approval to determine if vehicular parking impacts or traffic circulation impacts or outdoor visual nuisances are evident from the use of the property. Should there be complaints regarding parking, traffic or visual nuisances outside the building, the Community Development Director shall review the issue(s) and recommend mitigation measures and /or refer the matter back to the Board of Zoning Adjustments for consideration. Measures for mitigation shall be required. Failure to conform to the required conditions shall result in consideration of revocation of the use permit and the cessation of the business. V. ENVIRONMENTAL SERVICES REQUIREMENTS A. Prior to issuance of a certificate of occupancy or final of a business license, whichever occurs first, a Hazardous Materials Business Plan (HMBP) shall be submitted for the engine testing and installation facility subject to the review and approval of the Environmental Services Division. B. Compressed gas cylinders and tanks shall be secured to prevent falling due to contact, vibration or seismic activity. See Uniform Fire Code §7401.6.4 for acceptable securing methods. Cylinders can also be stored outside in secure gated and locked enclosures with the exempt amounts listed in the Uniform Fire Code Table 8001.15C. C. Flammable gases quantities and oxidizing gases quantities shall comply with exempt amounts per control area as per Uniform Fire Code Table 8001.15-A. D. Any used vehicle liquids including but not limited to anti-freeze, engine and transmission oil, or brake fluid shall be placed in an approved container for the specific liquid and removed from the site for recycling or disposal by a qualified Agreement to Conditions May 4, 2006 PLN2006-00012 Page 5 of 7
