Prior to issuance of Certificate of Occupancy of the project, the landscaping and <br />irrigation specified on the final landscape and irrigation plan shall be completely <br />installed to the satisfaction of the Zoning Enforcement Official. <br />F. Prior to issuance of building permits, a color and materials board shall be <br />submitted for review and approval by the Community Development Director. <br />II. PERNIITTED USE <br />A. This is an approval of a Parking Exception and Site Plan Review to rehabilitate <br />the former Islander Motel into amulti-family residential project consisting of 67 <br />studio and one-bedroom units and one two-bedroom resident manager's unit. The <br />project includes substantial upgrades to the building facade, site landscaping and <br />an addition of approximately 2,455 square feet of conditioned building area for <br />management offices and common space. 2398 East 14th Street; Assessor's Parcel <br />Number 077E-1525-003-04; Mercy Housing California (applicant); <br />Redevelopment Agency of the City of San Leandro (property owner). <br />B. Construction of the project shall remain in substantial compliance with the <br />approved exhibits and plans. Any change to the project design, materials or colors <br />shall be subject to the review and approval of the Zoning Enforcement Officials <br />who may administratively approve or require review by the Board of Zoning <br />Adjustments as a modification to appropriate application approval listed above. <br />III. ENGINEERING & TRANSPORTATION REQUIItEMENTS <br />A. Site Improvement Plans for all on-site improvements and street improvement <br />plans for off-site improvements shall be prepared by a Registered Civil Engineer <br />and approved by the City Engineer prior to approval of the Final Map. All <br />improvements shall be designed and constructed in accordance with the City's <br />Subdivision Improvement Standards, Standard Specifications and Standard Plans. <br />Off-site improvements include, but are not limited to, the following: drainage, <br />utilities and landscaping; water mains and fire hydrants; sanitary sewer system; <br />utility undergrounding; and any other off-site improvements listed herein, or as <br />determined by the City Engineer to be necessary for a complete and acceptable <br />public improvement project. <br />B. Pursuant to Government Code Section 66020, including Section 66020 (d) (1), the <br />City HEREBY NOTIFIES the applicant for this Project that the 90-day approval <br />period (in which the applicant may protest the imposition of any fees, dedications, <br />reservations, or other exactions imposed on this Project by these Conditions of <br />Approval) will begin on the date of the conditional approval of this Project. If the <br />applicandproperty owner fails to file a protest within this 90-day period, complying <br />with all of the requirements of Government Code Section 66020, they will be <br />Agreement to Conditions June 1, 2006 <br />PLN2006-00040 Page 4 of 9 <br />
