Consulting Services Agreement with MFS 2 December 3, 2007 <br />The consulting services agreement is a comprehensive agreement for all aspects of the rate study <br />requirements including attendance at workshops and meetings and a report which presents the <br />current rate information, recommends rates over the next five years, with methodology and <br />supporting analysis, connection fees, rate comparisons and funding options for wastewater <br />modifications. <br />Current City Council Policy <br />NA <br />Previous City Council Action(s) <br />Resolution No. 2007-067 adopting the City fee schedule, including sewer rates. <br />City Council Committee Review and Action <br />NA <br />Applicable General Plan Policy <br />Policy 52.02, Fair Share Costs. Require future development to pay its fair share of the cost of <br />improving the water and sewer systems needed to serve that development. Use fees and other <br />appropriate forms of mitigation to cover the costs of upgrading public infrastructure. <br />Policy 52.02- A, Infrastructure Impact Fee and Rate Updates. Regularly update fees and rates <br />for sewer, solid waste, and other public services to ensure that revenues are sufficient to cover <br />operating and maintenance costs. <br />Policy 52.04, Wastewater Collection and Treatment. Maintain efficient, environmentally sound, <br />and cost-effective wastewater collection and treatment services in San Leandro. <br />Policy 52.05, Capacity.
