CITY OF SAN LEANDRO
STAFF REPORT
DATE:
TO:
FROM
BY:
November 27, 2007
John Jermanis, City Manager
Steve Hollister, Assistant City Manager
APPROVED AND
FORWARDED
TO CITY COUNCIL
Jo . Jermanis
C anager
Kathy Ornelas, Community Relations Representative
SUBJECT PROJECT/PROJECT DESCRIPTION:
RESOLUTION ADOPTING APPROVED LIST OF CITY COUNCIL COMMUNITY
EMPOWERMENT FUND RECIPIENTS
SUMMARY AND RECOMMENDATION
It is recommended that an updated list of community groups, organizations and programs which
might benefit from a nominal financial contribution from the Mayor or City Councilmembers be
adopted.
BACKGROUND
Analysis
At the November 19, 2007 City Council meeting, Community Empowerment Funds were
adopted for each City Council District and the Mayor's Office. At that time there was discussion
regarding including all schools within the San Leandro and San Lorenzo Unified School Districts
as well as San Leandro Homeowner and Neighborhood Associations within the approved list of
fund recipients. State law requires that groups, organizations and programs receiving donations
from the City be specifically approved by the City Council; hence the City is unable to adopt a
blanket approval of "all non-profit organizations in the community."
An updated list of Community Empowerment Fund Recipients has been drafted for consideration
by the City Council. Additions to the approved list may be facilitated rapidly by adding a
Resolution of adoption of a new group, organization or program to the list on a City Council
meeting agenda.
Current City Council Policy
N/A
Previous City Council Action(s)
The original list of Community Fund recipients was adopted by the City Council in 2005 and
modified in 2006.
City Council Committee Review and Action
N/A
