Update on Residential Noise Insulation Program <br />Anna Wlasuick from C. Kell -Smith and Associates gave a progress report on the Noise <br />Insulation Program Phase I. (See attached report.) 73 homes are ready for construction. There <br />have been delays with manufacturers providing the necessary doors and windows. <br />Construction is expected to begin in early December with a break for the holidays. All of the <br />73 homes are expected to be finished by mid-March. <br />There are 26 homeowners ready to participate in Phase 1I of the project, with 64 slots <br />remaining to complete the total 200 homes to be insulated. As construction begins on the <br />Phase I homes, C. Kell -Smith and Associates will re -advertise to the homeowners in the project <br />area to recruit the remaining 64 homeowners. If that proves unsuccessful, they will come back <br />to the City and the Committee for direction as to expanding the scope of eligibility for the <br />insulation program (i.e. including rental properties). <br />John Jermanis asked about situations where homeowners are not financially able to correct <br />code violations to be eligible for the program. The example he was given was a homeowner <br />who had modified the knob and tribe wiring in their attic. Insulation over modified wiring is <br />not allowed without certification by an electrician that the wiring meets code. Anna Wlasuick <br />and William Schock explained that the program provides an electrician that can certify the <br />wiring, if it does rneet code. If the alterations to the wiring were done without permits or do <br />
