The South Field group continues to see a decline in the number of noise events at the San <br />Leandro shoreline due to the rolling take -offs. The group will be closely watching the right - <br />turn departure procedures from Runway 11 during southeast departure procedure periods as the <br />rainy season gets underway. <br />At the Aviation Stakeholders Advisory Committee, it was reported that the projects identified <br />in the Airport Development Plan should be completed by the end of the year. A study of <br />corporate jet noise abatement compliance is still moving forward; an RFP for a consultant to do <br />the study is expected to be issued in January. <br />Councilmember Prola had a question regarding a very loud North Field departure that occurred <br />as a straight-out departure rather than a right turn heading as is recommended by the pilots' <br />noise abatement circular. Noise Office staff felt it was a compliant departure in that it left the <br />runway with a proper heading; the pilot straightened the flight track out further away from the <br />runway. <br />Committee members asked that the North Field group study the consistency of that departure <br />procedure and see if better cooperation from pilots can be gained until they are away from the <br />noise abatement areas identified in the pilots' circular. <br />Mayor Santos asked that the North Field begin to study approaches to the runways to see if air <br />traffic can be brought more over industrial and commercial areas and away from <br />neighborhoods. <br />Committee Recommendations <br />None <br />4. Public Comments <br />Dennis Rosucci had a question regarding southeast departures and whether or not they applied <br />to both the North and South field runways and small planes. (They do.) <br />Francois Gallo commented that the Alameda County Airport Land Use Commission was <br />overruled in its recommendation against a residential development planned for Bay Farm <br />Island in Alameda. He is concerned that airport operations will be modified to appease noise <br />complaints from residents of this development to the detriment of San Leandro neighborhoods. <br />He also recommended that the City participate in any license plate study the Port may do as <br />part of its future ground traffic study. <br />John Manuel was concerned that the North Field Group is recommending louder jets be <br />diverted from the North Field to the South Field, and that this practice may be bringing more <br />noise incidents to the Mulford and Marina Faire neighborhoods. (The South Field Group will <br />be asked to study this to determine if there is transference of noise incidents, or if those jets are <br />quiet enough to avoid a noise incident from the South Field.) He also believes the avigation <br />
