continue to work with all necessary parties in order to facilitate the reconfiguration of the <br />Marina Boulevard/ I-$80 interchange which is directly adjacent to the site. <br />• The Agency has continued to support the completion of Bayside Business Park as an <br />anchor for the Davis/Eden Road business area. All parcels in the business park have been <br />or currently are in the process of being leased and/or purchased. Recent additions to the <br />business park include a regional distribution facility for FedEx, National Construction <br />Rentals, and General Foundry. <br />• The Agency continues to support the long-term viability of Westgate Center. Agency <br />staff has worked with the owners of the property, as well as the broker community, to <br />market the second floor of the Center to a myriad of users including restaurant and retail <br />uses, academic and instructional uses, and technology-oriented office users. The <br />management of Westgate Center is determining the most desirable mix of tenants and <br />users. <br />Additional programs and initiatives undertaken during the years governed by the 2004-2009 <br />Implementation Plan, and implemented in pursuit of the economic development objective, <br />follow. <br />• Agency staff entered into two additional redevelopment agreements in order to better <br />facilitate redevelopment. Specifically, the Agency entered into an Owner Participation <br />Agreement with John Francisco for the redevelopment of 1045 MacArthur Boulevard <br />(the Vila Cereja Restaurant), as well as a reimbursement agreement with the John <br />Benjamin Company for environmental assessment costs associated with the potential <br />redevelopment of property at 326-340 MacArthur Boulevard. <br />Public Improvements Objective: Upgrade the appearance of the Project Area visible to the <br />public, so that it will be more inviting to consumers and residents, stimulating increased sales <br />and private investment in the area. <br />Public Improvements Programs: The Agency committed resources to capital improvement <br />projects of public benefit. Streetscape projects in both sub-areas have long been a community <br />desire and a priority recommendation from the West San Leandro/MacArthur Redevelopment <br />Advisory Committee. The majority of the tax increment and the Tax Allocation Bonds (TABs) <br />funding has been dedicated to two Streetscape projects -the Doolittle Drive/Airport Gateway <br />Project and the MacArthur Boulevard Streetscape Master Plan. The following is a summary of <br />the capital improvement projects in the WSLPA which were completed and/or are currently <br />planned or under construction: <br />• Agency staff has worked with the City's Engineering and Transportation Department to <br />implement the Doolittle Drive/Airport Gateway Streetscape enhancement program <br />(Phase I Entry; Phase II Adams to Davis; Phase III Davis to Marina; Phase IV Marina to <br />Fairway). Work on the Doolittle Drive/Airport Gateway Project (Phases I and II) is <br />currently underway and is scheduled for completion in FY 2007-08. Design work for the <br />third phase, from Davis Street to Fairway Drive, is complete and design work for the <br />Mid-Term Review Page 12 <br />
