Resolution No. 2007-144, Resolution Adopting Community Empowerment Fund <br />Guidelines into the City of San Leandro Council Members Handbook (establishes <br />guidelines for use of funds to assist with community projects and events). (2850) <br />Councilmember Starosciak stated that she would like to add to the list of groups <br />approved to receive funds. <br />Mayor Santos commented that soon after assuming office, he was inundated with <br />funding requests. He stated that he has conducted several tours of City Hall and <br />provided lunch to the participants, and has paid for the lunches himself. <br />Councilmembers inquired about adding various groups affiliated with the schools, as <br />well as homeowner associations. Mr. Jermanis suggested that the Council provide him <br />with the names of organizations they would like to add, and he would work with staff to <br />expand the list. He indicated that the Empowerment Fund guidelines would take effect <br />in January. <br />Councilmember Prola stated that he planned to use the remainder of the District 6 <br />Empowerment Funds for the Davis Street Family Resource Center holiday food baskets. <br />M/S/C Starosciak and Prola. Report on Closed Session Actions Taken <br />Ms. Williams announced that a closed session would be held immediately following <br />tonight's City Council meeting, and any action taken in the closed session would be <br />reported out at the next regular City Council meeting. <br />11. CITY COUNCIL REPORTS <br />A. Reports on Intergovernmental Agencies <br />Councilmember Prola reported on the November 15 meeting of the East Bay <br />Dischargers Authority. He reported on an agreement with the agency's Administrative <br />Assistant, the progress of the effluent pump station construction, and the possible <br />implementation of a mercury source reduction program. Mayor Santos inquired about <br />the treasurer responsibilities for EBDA. Mr. Jermanis stated that a proposal will be <br />brought to the City Council and EBDA to appoint the San Leandro City Manager or his <br />
