Section 16. Article 5 of Chapter 4-5 of the San Leandro Municipal Code is hereby <br />amended to add Section 4-5-540 to read as follows: <br />"4-5-540 REFUSE COLLECTION <br />Prior to leaving any location from which a peddler has engaged in the activity of <br />peddling, peddlers shall pick up, remove and properly dispose of all trash or refuse which <br />consists of materials originally dispensed by the peddler, including any packages or <br />containers, or parts thereof, used with or for dispensing of such food or goods." <br />Section 17. Effective Date and Publication. <br />This ordinance shall take effect thirty (30) days after adoption and the title thereof shall <br />be published once prior to adoption. <br />Section 18. Severability. <br />If any section, subsection, subdivision, paragraph, sentence, clause or phrase of the <br />ordinance is for any reason held to be unconstitutional, invalid, or ineffective by any court of <br />competent jurisdiction, such decision shall not affect the validity or effectiveness of the <br />remaining portions of this Ordinance or any part hereof. The City Council hereby declares that it <br />would have passed each section of the Ordinance irrespective of the fact that one or more of <br />them would be declared unconstitutional or invalid.
