CITY OF SAN LEANDRO STAFF REPORT DATE: December 5, 2007 TO: City Council FROM: John Jennanis, City Manager SUBJECT PROJECT/PROJECT DESCRIPTION: APPROVED AND FORWARDED TO CITY COUNCIL ~~ Joh~`~ ..'Jermanis C'~ ~anager RESOLUTION APPROVING AGREEMENT BETWEEN EAST BAY DISCHARGERS AUTHORITY AND THE CITY OF SAN LEANDRO FOR TREASURER AND CONTROLLER SERVICES SUMMARY AND RECOMMENDATION A resolution approving an agreement with the East Bay Dischargers Authority (EBDA) and the City of San Leandro (City) to provide Treasurer and Controller services is on the City Council agenda for December 17, 2007. It is recommended that the City Council approve the resolution. BACKGROUND According to the EBDA Joint Powers Agreement dated February 15, 1974, EBDA is permitted to designate one of its member agencies to serve as Treasurer and Controller of EBDA. The City is one of the five member agencies of EBDA. EBDA and the City agree that it is in the best interests of each member agency that the current system of independent oversight of investments and disbursements be strengthened through the use of the accounting and treasury management services of the City. The City Manager, or his designated City personnel, is capable of servicing in the capacity of Treasurer and Controller for EBDA. Fiscal Impact The City Manager (or his designee) shall not receive any compensation for the services described in the agreement; however, the compensation and overhead for City personnel assisting the City Manager may be reimbursed by EBDA. CONCLUSION The resolution approves an agreement between the East Bay Dischargers Authority and the City to provide Treasurer and Controller services. The agreement shall become effective January I, 2008. It is recommended that the City Council approve the resolution.
