<br />.a. <br />.~ ~--~ <br />.;~_. <br />EXECUTIVE Si;fMMARY <br />NEEDS ASSESSMENT & MASTER PLAN- AQUATIC FACILITIES <br />In November of 2001, the City of San Leandro, California, retained Aquatic Design <br />Group, Inc., of Carlsbad, California to assist in the development of a City-Wide Needs <br />Assessment and Master Plan for Aquatic Facilities within the City of San Leandro. <br />The study included the following components: 1) a facility assessment of the five <br />existing aquatic facilities within the City; 2) a community-wide phone survey to assess public <br />opinion; 3) a market feasibility study which looked at demographics within the City and <br />assessed economic viability of several different development scenarios; and 4) a public task <br />force process, which took into consideration items 1 through 3, above, and developed several <br />master site plan alternatives, with the goal of developing a consensus master site plan for <br />recommended adoption by the Parks and Recreation Commission, and ultimately, the City <br />Council of the City of San Leandro. A summary of each the major study components follows. <br />Facility Assessment <br />The five existing aquatic facilities included the Farrelly Pool Center on Gull Lane <br />between Dowling Boulevard and Dutton Avenue, the John Muir Middle School /Cherry <br />Grove Park Site on Williams Street between Leonard Drive and Wayne Street, the San <br />Leandro Boys and Girls Club at the corner of San Leandro Boulevard and Marina Boulevard, <br />the San Leandro High School on Bancroft Avenue between 136th Avenue and Sybil Avenue, <br />and the Washington Manor Park Pooi on Ze1ma Avenue between Devonshire Avenue and <br />Purdue Street on the west side of the Nimitz Freeway. Please refer to Section B of the study <br />for detailed information. <br />Each of the facilities were reviewed for code violations and safety /maintenance <br />concerns. A list of recommendations for renovation and enhancement was developed for each <br />facility, along with estimates of probable cost for each of the recommended improvements.
