EXHIBIT D -MARKETING AND <br />COMMUNITY RELATIONS SERVICES <br />August 24, 20Q7 <br />Consultant Agreement to Provide Marketing and Community <br />Relations Services for San Leandro LINKS <br />Situational Appraisal <br />The San Leandro LINKS Shuttle has the need for a marketing and community relations campaign in order <br />to increase ridership, improve community awareness and obtain financial support. <br />Scope of Work <br />Synapse Strategies will coordinate San Leandro LINKS marketing and community relations tasks, <br />including: <br />• Contact Green Business Certification program to confirm that shuttle support/promotion meets <br />requirements far pollution reduction. <br />• Discuss possibility of piloting cooperative outreach program in west San Leandro. <br />• Reach out to Chamber of Commerce Emissions Task Force to determine if potential overlap in <br />activities (possible symposium). <br />• Develop and send green-themed direct mail (letter on letterhead with flyer and sample <br />• Contact benefit administrators to determine which businesses are participating in their programs. <br />• Jointly develop and implement direct mail (letter on LINKS letterhead accompanied by flyer, <br />sample brochure, and benefit program administration) program. Messages focused on promotion <br />synergy bettiveen shuttle and benefit programs. <br />• Explore possibility of reaching out to businesses targeted by benefit programs---offer exchange of <br />information in addition to joint promotion. <br />• Follow up with phone calls and/or visits where warranted. <br />• Develop and send direct mail (letter on LINKS letterhead accompanied by flyer and sample <br />brochure) focusing on benefits of shuttle service for employees and employers. Emphasize the <br />hours of the service and the ability to serve beyond strictly defined peak periods. <br />• Develop and send direct mail (letter on LINKS letterhead accompanied by flyer and sample . <br />brochure) focusing on benefits of shuttle service for employees and employers. <br />• Coordinate a "Millionth Ride" event as appropriate. <br />• Write and distribute additional news releases as needed. _ <br />• Approach BART about running article in BART Times and promoting through station. Explore <br />other cooperative marketing opportunities. <br />• Approach Alameda County Congestion Management Agency about coordinating marketing <br />activities. <br />• Produce updated brochure. <br />• Produce reproducible flyer. <br />• Produce decals or other signage for shuttles. <br />Project Updates <br />- Brief written updates to be faxed or emailed to client as needed <br />- Client to have ongoing access to Synapse Strategies staff for feedback, advice, updates, etc. <br />•P.O.
