IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />ORDINANCE N0.2007-040 (2660) <br />AN ORDINANCE AMENDING TITLE 3, CHAPTER 3-4, SECTION 3-4-110 <br />OF THE SAN LEANDRO MUNICIPAL CODE <br />RELATING TO DISASTER COUNCIL MEMBERSHIP <br />The City Council of the City of San Leandro does ORDAIN as follows: <br />Section 1. Purpose. This ordinance increases the efficacy of the Disaster Council by <br />amending the Disaster Council membership to include one additional City Council member on the <br />Disaster Council. <br />Section 2. Section 3-4-110 of the San Leandro Municipal Code is hereby amended to <br />read as follows: <br />" 3-4-110 DISASTER COUNCIL-MEMBERSHIP. <br />The City of San Leandro Disaster Council is hereby created and shall consist of the <br />following: <br />(a) The Mayor, who shall be Chairperson; <br />(b) The Vice Mayor; <br />(c) The Director of Emergency Services; <br />(d) The Assistant Director of Emergency Services; <br />(e) One City Council member, who shall be appointed by the City Council; <br />(f) Such chiefs of emergency services as are provided for in a current emergency plan <br />of this City, adopted pursuant to this Chapter; <br />(g) Such representatives of civic, business, labor, veterans, professional, or other <br />organizations having an official emergency responsibility, as may be appointed by <br />the Director with the advice and consent of the City Council." <br />Section 3. Effective Date and Publication. This ordinance shall take effect thirty (30) <br />days after adoption. The City Clerk is directed to publish the title once and post a complete copy <br />thereof on the City Council Chamber bulletin board for five (5) days prior to adoption. <br />Section 4. Severability. If any section, subsection, subdivision, paragraph, sentence, <br />clause or phrase of the ordinance is for any reason held to be unconstitutional, invalid, or ineffective <br />by any court of competent jurisdiction, such decision shall not affect the validity or effectiveness of <br />the remaining portions of this Ordinance or any part hereof. The City Council hereby declares that <br />it would have passed each section of the Ordinance irrespective of the fact that one or more of them <br />would be declared unconstitutional or invalid. To this end, the provisions of the Ordinance are <br />declared to be severable. <br />
