IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO ORDINANCE N0.2007-040 (2660) AN ORDINANCE AMENDING TITLE 3, CHAPTER 3-4, SECTION 3-4-110 OF THE SAN LEANDRO MUNICIPAL CODE RELATING TO DISASTER COUNCIL MEMBERSHIP The City Council of the City of San Leandro does ORDAIN as follows: Section 1. Purpose. This ordinance increases the efficacy of the Disaster Council by amending the Disaster Council membership to include one additional City Council member on the Disaster Council. Section 2. Section 3-4-110 of the San Leandro Municipal Code is hereby amended to read as follows: " 3-4-110 DISASTER COUNCIL-MEMBERSHIP. The City of San Leandro Disaster Council is hereby created and shall consist of the following: (a) The Mayor, who shall be Chairperson; (b) The Vice Mayor; (c) The Director of Emergency Services; (d) The Assistant Director of Emergency Services; (e) One City Council member, who shall be appointed by the City Council; (f) Such chiefs of emergency services as are provided for in a current emergency plan of this City, adopted pursuant to this Chapter; (g) Such representatives of civic, business, labor, veterans, professional, or other organizations having an official emergency responsibility, as may be appointed by the Director with the advice and consent of the City Council." Section 3. Effective Date and Publication. This ordinance shall take effect thirty (30) days after adoption. The City Clerk is directed to publish the title once and post a complete copy thereof on the City Council Chamber bulletin board for five (5) days prior to adoption. Section 4. Severability. If any section, subsection, subdivision, paragraph, sentence, clause or phrase of the ordinance is for any reason held to be unconstitutional, invalid, or ineffective by any court of competent jurisdiction, such decision shall not affect the validity or effectiveness of the remaining portions of this Ordinance or any part hereof. The City Council hereby declares that it would have passed each section of the Ordinance irrespective of the fact that one or more of them would be declared unconstitutional or invalid. To this end, the provisions of the Ordinance are declared to be severable.
