Call to Order <br />Item 1: Roll Call <br />Present: Board of Zoning Adjustment Members, Daly, Gilcrest, Shields, Sidari. <br />Planning Commissioners Abero, Collier, Finberg, Ponder, Vice Chair <br />Dlugosh, Chair Reed. <br />Absent: BZA Members: Chair Goldt, Vice Chair Pearson, Marr. <br />Planning Commission: Nardine. <br />Staff: Kathleen Livermore, Secretary to the Planning Commission; Elmer <br />Penaranda, Planner II; Mary Ann Miller, Planner III; Inga Lintvedt, <br />Substitute Assistant City Attorney; Kathy Ornelas, City Manager's Office; <br />Larry Ornellas, Facilities Coordinator; Barbara Templeton, Recording <br />Secretary. <br />Item 2: Work Session <br />Planning Commission Secretary Kathleen Livermore briefly summarized the three <br />topics on the agenda, and noted that each of the proposed ordinances relating to these <br />items - (a) for the adoption of Zoning Code amendments related to various use <br />regulations and development standards changing the Fences, Walls and Hedges <br />standards, (b) for allowing limited online auto sales and ensuring the appropriate level of <br />review, and (c) changes prompted by the Transit Oriented Development (TOD) Strategy <br />are exempt from environmental review under the California Environmental Quality act <br />pursuant to Section 15061 (b) (3), because the proposed ordinances have no potential for <br />causing a significant effect on the environment. These ordinances do not in themselves <br />allow the construction of any products, and therefore have no potential for causing either <br />direct or ultimate physical changes in the environment. <br />Participants agreed to discuss each of the three items on the agenda in turn. <br />
