Downtown Design Guidelines and Principles will be developed in <br />2007-08 and a marketing campaign for brokers will be launched. <br />• In the Joint Project Area, Old Navy, Staples, Chili's, Starbucks, Jamba Juice and a <br />relocated Chevys opened for business in 2006-07. Additional interior mall improvements <br />are also scheduled. Design work continues for future phases of improvements, all <br />privately funded by mall owner, Madison Marquette. The Bayfair BART/Coelho Drive <br />pedestrian improvement project was completed in fall 2007. <br />• Agency staff has continued to focus on improving the pedestrian connections and parking <br />facilities at, between, and around Bayfair Center and Bayfair BART. Agency staff <br />successfully partnered with BART, Alameda County, and Bayfair Center owners, <br />Madison Marquette, to complete a Transit Oriented Development (TOD) and Access Plan <br />in March 2007. The TOD and Access Plan was funded through a Caltrans grant and will <br />provide the framework for future development and access improvements between the <br />Bayfair Center and the Bayfair BART station. <br />Design work was completed on the proposed approximately 21,000 sq. ft. Senior Center <br />on Agency owned land at 13909 East 14`h Street. The design includes classrooms, arts <br />and crafts areas, exercise rooms and a large main hall. In addition, the building will be <br />designed to serve as an Emergency Operations Center. Demolition of an existing auto <br />dealership building was completed in 2006-07. Construction began in fall 2007 to <br />improve access to San Leandro Hospital and the Senior Center through street <br />realignment, improved traffic light signalization and the creation of a median at East 14~' <br />Street and 138a' Avenue. <br />In the West San Leandro Project Area, in 2006-07 the Agency provided $100,000 in <br />funding for the San Leandro LINKS. LINKS is a shuttle service started in 2002 to <br />transport employees between industrial businesses and the San Leandro Main BART <br />Station. Ridership has increased over 20% in the past two years from 14,718 monthly <br />passengers in June 2005 to 17,938 monthly passengers in June 2007. <br />• Agency staff has worked with the City's Engineering and Transportation Department to <br />implement the Doolittle Drive/Airport Gateway streetscape enhancement program (Phase <br />T Entry; Phase II Adams to Davis; Phase III Davis to Marina; Phase IV Marina to <br />Fairway). Work on the Doolittle Drive/Airport Gateway Project (Phases I and IT) <br />commenced in 2006-07 and is scheduled for completion in 2007-08. Design work for the <br />third phase, from Davis Street to Fairway Drive, is complete and design work for the <br />fourth phase will be completed in 2007-08. <br />Agency staff entered into two redevelopment agreements in 2006-07 in order to better <br />facilitate redevelopment. Specifically, the Agency entered into an Owner Participation <br />Agreement with John Francisco for the redevelopment of 1045 MacArthur Boulevard <br />(the Vila Cereja Restaurant), and White House Catering for redevelopment of 599 <br />MacArthur Boulevard. <br />• The Agency has continued #o support the completion of Bayside Business Parkas an <br />anchor for the DavisBden Road business area.
