DRAFT MINUTES <br /> Page 7 <br />January 7, 2008 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />Community Cultural Association E-pal Exchange Program as an eligible recipient of City <br />Council Empowerment Funds. <br /> <br />Harold Perez, San Leandro resident, <br /> addressed the City Council, commenting on a recent <br />San Leandro Times article on the LINKS Shuttle and payment of a living wage by MV <br />Transportation to its employees. Mr. Perez requested a response by the City Attorney <br />regarding the amount of time allotted to speakers, commenting that the time is not sufficient <br />to convey necessary information to the Council. <br /> <br />Francois Gallo, San Leandro resident <br />, addressed the City Council, expressing support for <br />the West San Leandro resiproblems with FedEx. Mr. Gallo <br />encouraged the Council to find a way to address FedEx regarding these problems. Mr. Gallo <br />commented on the increase in air quality issues, stating that he feels it is a result of increased <br />activity at Terminal 1 and the use of leaded gas in planes. Mr. Gallo s <br />request that BAAQMD perform a local air quality sample. <br /> <br />Mayor Santos commented on airport issues, noting that FedEx is phasing out its stage II <br />aircraft. <br /> <br /> <br /> 6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />Mr. Jermanis responded to Mrhot <br />water issue with the Library Services Director. <br /> <br />Regarding Mr. Demirjianregarding the report from the West San Leandro <br />Advisory Committee, Mr. Jermanis noted that many of the recommendations made in the <br />report were used to make improvements in the West San Leandro area, and that the Planning <br />Division uses the document as a guideline for projects. <br /> <br />Mr. Jermanis commented regarding the issues with FedEx, stating that the City can bring <br />them to the attention of the Airport, and the City Council Airport Committee can discuss <br />them. He noted that Mayor Santos has written to FedEx, requesting that their 727s be <br />deployed in other locations. Mr. Jermanis commented that the airport noise insulation <br />program is working, and a large group of homes is due to be insulated in the spring. The <br />Airport Committee will discuss expanding the lottery in order to have more individuals <br />participate in the program. <br /> <br />stated that MV Transportation pays a <br />living wage to its employees that perform work under contract with the City of San Leandro. <br />City Attorney Jayne Williams commented that the Brown Act provides the public the right to <br />speak on any item on a public meeting agenda; however, it does not specify time limits. The <br />Council can, in its rules of procedure, set forth time limits. Also, the Mayor has the authority <br />to adjust the time limits as he deems fit. Ms. Williams pointed out that there are numerous <br />opportunities for members of the public to express their opinions during a Council meeting, <br />as well as directly to Council members outside the meeting setting. <br /> <br /> <br />
