Negotiate Agreement (ERNA) with the John Benjamin Company for the future <br />development of a mixed-use project at 1595 Washington Avenue and 268 Parrott Street. <br />Manager Battenberg then explained that the current ERNA will expire on February 17, <br />2008 but because negotiations are proceeding and staff is optimistic that the John <br />Benjamin Company will redevelop the site, staff is recommending that the ERNA be <br />extended. <br />Committee Recommendation <br />The Committee recommended that the Agency extend the current ERNA for six <br />months. <br />b. Update Regarding the Redevelopment Agency's Commercial Rehabilitation Program. <br />Assistant to the City Manager Battenberg reported that Agency staff continues to work <br />with a number of property and business owners to rehabilitate the exteriors of their <br />properties and businesses through the auspices of the Agency Commercial Rehabilitation <br />Program (CRP). Agency staff has entered into contracts and pledged forgivable loans to <br />businesses including Sonoma's Restaurant, the White House Catering, and Federighi and <br />Company, all on MacArthur Boulevard. Additionally, negotiations continue to proceed <br />with several other business/property owners in Downtown San Leandro, San Leandro's <br />South area, and West Industrial area. Manager Battenberg also described the interest of <br />the Masonic Temple Association in Downtown San Leandro to partner with the Agency <br />and the Library Historical Commission to redevelop their property in such a way that the <br />historical integrity of the building would be preserved and fortified, all while <br />rehabilitating the entire exterior of the building under one unified design style and <br />concept. This project would result in significant visual improvements to the first floor <br />retail and will compliment the W. Joaquin plaza to be installed in 2008. <br />4. Public Comments <br />Lou Filipovich, San Leandro Resident, shared his concerns regarding the recurring and/or <br />future costs associated with a Downtown area marketing campaign. He further stated that <br />Downtown retail suffers in San Leandro due to issues associated with transportation and <br />automobile access. <br />5. Committee Member Comments — None. <br />6.
