City of San Leandro <br />Community Development Department <br />Planning Services Division <br />Staff Report <br />DATE: January 11, 2007 <br />TO: Planning Commission <br />FROM: Elmer Penaranda, Planner II ~~~~u~/ <br />SUBJECT: PLN2006-00059;Work session on a proposal by Davidon Investors, the property <br />owner of the Woodside Apartments at 235 Haas Avenue, to convert the existing <br />96-unit apartment complex to condominium units for individual ownership. As <br />part of the condominium conversion process the property owner is proposing to <br />redesign the parking lot to increase the current off-street parking supply. There <br />would be a reduction of the front landscaped setback to accommodate the increase <br />in parking spaces. Assessor's Parcel Number 76-437-7-1; RM1800(PD) <br />Residential Multiple-Family District, Planned Development Overlay District. <br />SUMMARY AND RECOMMENDATION <br />The property owner is considering an application to convert the existing Woodside Apartments <br />into condominiums for sale as individual units. In 1985, the City Council approved a planned <br />development for afour-story, 96-unit apartment complex at 235 Haas Avenue. The unit mix was <br />50 one-bedroom units and 46 two-bedroom units. The parking required at the time of the Planned <br />Development was a total of 167 spaces, equaling a parking ration of 1.74 spaces per unit. Per the <br />Zoning Code Article 24 -Condominium Conversions, the project is required to conform to all <br />applicable parking requirements for amulti-family residential project. Pursuant to Article 17 <br />regarding off-street parking requirements, one bedroom units require 1.5 spaces per unit and two <br />bedroom units require 2.25 spaces per unit, with a total of 179 spaces required for this project. The <br />existing site is constrained by its limited size and the existing apartment buildings on the property. <br />However, to address the City's current parking requirement, the property owner is proposing the <br />redesign of the front of the property to increase the available off-street parking and re-stripe the <br />parking under one of the apartment buildings which would result in 13 additional spaces. Plans are <br />provided with this report for the Planning Commission to review at the work session. <br />No action is required of the Commission at the work session. The applicant and staff are <br />requesting feedback from the Planning Commission. The work session will be an opportunity for <br />the Commission to: <br />1. Review the proposed conversion plans; <br />2. Provide comments, guidelines, and recommendations regarding, site layout, landscaping, <br />site appearance; <br />3. Require additional material for the future formal public review of the project; and <br />4. Ask questions of staff and the applicant. <br />
