MINUTES Page 3 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 7, 2008 204 to Add New DA-1 to DA-6 Base Districts; Article 6, Sections 2-636, 2-638, 2-640, 2-642, 2-644 and 2-646 to Add Minimum Density Requirements to DA-1 to DA-6; Article 6, Sections 2-636, 2-638, 2-640 and 2-642 Related to Single-Family and Two- Family Residential; Article 16, Sections 4-1662, 4-1666, 4-1672 and 4-1674 to Add DA-1 to DA-6 Base Districts; Article 17, Section 4-1714 Related to Bicycle Parking; and Article 18, Section 4-1806 Related to Regulations for On-Premise Signs. This being the time and place for the Public Hearing on the above matter, City Manager Jermanis gave a brief background on the item and introduced Planning Manager Kathleen Livermore. Ms. Livermore gave a PowerPoint presentation, providing additional details on the proposed amendments to the Zoning Code contained in the three ordinances. Ms. Livermore responded to questions from the Council. The Hearing was then opened to the public. George Tucker, San Leandro resident, addressed the City Council, commenting that in Bay-O-Vista, there are few situations in which asix-foot fence would block views, and those situations could be handled on an exception basis. Mr. Tucker expressed concern about deer and pets running into glass fences, and suggested that the ordinance include a height limit on trees and other vegetation. Mr. Tucker commented that he and his neighbors were unaware of the proposed ordinance, and suggested that this issue deserves more study and publicity among the residents of the affected area. Lou Filipovich, San Leandro resident, addressed the City Council, commenting regarding media coverage of the meeting and regulating fence heights. Francois Gallo, San Leandro resident, addressed the City Council, commenting on the exemption from CEQA standards for the ordinances related to San Leandro's Downtown TOD Strategy. Mr. Gallo commented on the need for design standards for transit-oriented development which address noise, bicycles, and other issues. There being no further comments from the public, and without objection, the Public Hearing was closed. Mr. Jermanis stated that design guidelines have already been developed for the downtown area. Ms. Livermore responded to the speaker's continents regarding the use of glass as a fence material. She indicated that the use of safety glass could be added as a condition, and the fence's structural supports would also provide a visual cue of the presence of a barrier. Ms. Livermore indicated that the Planning Commission determined that glass would be the only fence material permitted without the fence modification process. Regarding the CEQA exemption, Ms. Livermore commented that the Downtown TOD Strategy was the subject of an Environmental Impact Report that was certified by the City Council, and the related items in tonight's ordinance are mainly minor cleanup items. Ms. Livermore noted that fences are exempt from CEQA.
