MINUTES Page 6 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 7, 2008 <br />commented that the ACCA has established a similar relationship between the high school in <br />Yangchun and Arroyo High School Mandarin and Journalism classes. Mr. Silva commented <br />that funds are needed to support such relationships. <br />Gerd Marggraff, San Leandro resident, addressed the City Council, commenting on the <br />noise from FedEx aircraft beginning at 3 a.m. Mr. Marggraff requested that the City <br />encourage the Airport to reduce the nighttime noise. Mr. Marggraff commented that <br />residential development at the Marina may be unwise given the current airport noise situation. <br />Melissa Marggraff, San Leandro resident, addressed the City Council, commenting on the <br />issues in West San Leandro, particularly nauseating odors emanating from Waste <br />Management. Ms. Marggraff commented that residents cannot spend time outdoors due to <br />the smell, and she requested that the City address the problem. <br />Bo Johansen, San Leandro resident, addressed the City Council, commenting on the <br />problems generated by the Oakland Airport, such as excessive aircraft noise and pollution <br />from jet fuel dumping. <br />Yvette Rice, San Leandro resident/Marina Action Committee, addressed the City <br />Council, commenting on weekend construction at a nearby parcel, which is in violation of the <br />City's noise ordinance and the Conditions of Approval for the project. <br />John Manuel, San Leandro resident/Marina Action Committee, addressed the City <br />Council, commenting on a survey conducted years ago of Neptune Drive residents concerning <br />airport issues. Mr. Manuel stated that the survey revealed a 95% concurrence by residents <br />that the Airport was a problem. Mr. Manuel asked the City Council to write a letter to FedEx, <br />formally requesting that it not operate obsolete aircraft. Mr. Manuel also asked the Council to <br />write to the Bay Area Air Quality Management District concerning air monitors in West San <br />Leandro to detect spent jet fuel, which he suspects is coming from the South Field. <br />Howard Cin, San Leandro resident/Marina Action Committee, addressed the City <br />Council, thanking the City for planting the trees along Williams Street between Doolittle and <br />Aurora. <br />Rose Johnson, San Leandro Chamber of Commerce, addressed the City Council, <br />introducing the new Interim CEO of the Chamber, Pat Bouligny. Ms. Bouligny provided the <br />Council with a brief bio and expressed her desire to work with the Council and the San <br />Leandro business community. <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting that most <br />of the issues expressed by the speakers should be directed to the federal government. Mr. <br />Filipovich read from the draft minutes of the last meeting. <br />Benny Lee, Asian Community Cultural Association, addressed the City Council in support <br />of the request by speaker Tom Silva that the Council consider the addition of the Asian <br />
