MINUTES Page 6 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 7, 2008 commented that the ACCA has established a similar relationship between the high school in Yangchun and Arroyo High School Mandarin and Journalism classes. Mr. Silva commented that funds are needed to support such relationships. Gerd Marggraff, San Leandro resident, addressed the City Council, commenting on the noise from FedEx aircraft beginning at 3 a.m. Mr. Marggraff requested that the City encourage the Airport to reduce the nighttime noise. Mr. Marggraff commented that residential development at the Marina may be unwise given the current airport noise situation. Melissa Marggraff, San Leandro resident, addressed the City Council, commenting on the issues in West San Leandro, particularly nauseating odors emanating from Waste Management. Ms. Marggraff commented that residents cannot spend time outdoors due to the smell, and she requested that the City address the problem. Bo Johansen, San Leandro resident, addressed the City Council, commenting on the problems generated by the Oakland Airport, such as excessive aircraft noise and pollution from jet fuel dumping. Yvette Rice, San Leandro resident/Marina Action Committee, addressed the City Council, commenting on weekend construction at a nearby parcel, which is in violation of the City's noise ordinance and the Conditions of Approval for the project. John Manuel, San Leandro resident/Marina Action Committee, addressed the City Council, commenting on a survey conducted years ago of Neptune Drive residents concerning airport issues. Mr. Manuel stated that the survey revealed a 95% concurrence by residents that the Airport was a problem. Mr. Manuel asked the City Council to write a letter to FedEx, formally requesting that it not operate obsolete aircraft. Mr. Manuel also asked the Council to write to the Bay Area Air Quality Management District concerning air monitors in West San Leandro to detect spent jet fuel, which he suspects is coming from the South Field. Howard Cin, San Leandro resident/Marina Action Committee, addressed the City Council, thanking the City for planting the trees along Williams Street between Doolittle and Aurora. Rose Johnson, San Leandro Chamber of Commerce, addressed the City Council, introducing the new Interim CEO of the Chamber, Pat Bouligny. Ms. Bouligny provided the Council with a brief bio and expressed her desire to work with the Council and the San Leandro business community. Lou Filipovich, San Leandro resident, addressed the City Council, commenting that most of the issues expressed by the speakers should be directed to the federal government. Mr. Filipovich read from the draft minutes of the last meeting. Benny Lee, Asian Community Cultural Association, addressed the City Council in support of the request by speaker Tom Silva that the Council consider the addition of the Asian
