MILLER, A1CP, RELATED TO <br />PREPARING THE HOUSING ELEMENT UPDATE AND RELATED GENERAL PLAN <br />AMENDMENTS IN AN AMOUNT NOT TO EXCEED $100,000 <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council approve a contractual services agreement with Barry J. <br />Miller, AICP, for an amount not to exceed $100,000 to prepare the Housing Element Update and <br />related General Plan Amendments for the City of San Leandro. <br />BACKGROUND <br />The City of San Leandro is commencing its update of its Housing Element to comply with State <br />of California Department of Housing and Community Development (HCD) regulations that <br />require that the Housing Element of the General Plan be updated every 5 years. The last update <br />of the Housing Element occurred. in 2002. <br />The Housing Update will reflect the changes in the City's share of fair share housing goals, as <br />administered by the Association of Bay Area Governments. The Housing Element is also <br />required to be wholly consistent with the San Leandro General Plan that was adopted in May <br />2002. The Element will be written to comply with State Planning Law that requires that all <br />Elements within a General Plan be internally consistent and to the standards of the State of <br />California Housing and Community Development, which will certify the Element. <br />Staff distributed a Request for Qualifications (RFQ) in December of 2007 to six qualified <br />planning consulting firms and individuals in the Bay Area with expertise in General Plan and <br />Housing Elements. Other firms were directed to the City website for information regarding the <br />RFQ. The consultants were asked to submit their qualifications demonstrating their past work <br />with Housing Element Updates. The City received one Statement of Qualifications and two <br />additional responses by the January deadline. The two additional responses were from firms that <br />indicated that they were not able to take on the project at this time due to work load constraints. <br />The selected consultant team includes the lead planner, Barry Miller, AICP, with subcontractor <br />Moore Iacofano Goltsman (MIG). <br />
