FOR IMPLEMENTATION OF A 2008 MARKETING PLAN <br />SUMMARY AND RECOMMENDATION <br />In 2007, the Redevelopment Agency (Agency) contracted with Main Street Property Services, <br />Inc. (MSPS) for the development of a 2007 Downtown Retail Strategy Implementation Plan and <br />Design Guidelines and Principles. The next step in continuing efforts to improve the retail <br />environment of the downtown area by attracting quality retail tenants includes implementation of <br />the newly created "I am San Leandro" retail strategy marketing campaign. Staff recommends <br />adoption of a resolution authorizing the Executive Director to enter into a Consulting Services <br />Agreement with MSPS for implementation of the 2008 Marketing Plan for anot-to-exceed fee of <br />$140,000. The resolution also includes the necessary appropriation of funds from existing fund <br />balances: $40,000 from the Plaza Redevelopment Area fund balance and $35,000 from the <br />Alameda County-City of San Leandro (Joint) Redevelopment Area fund balance. <br />BACKGROUND <br />In February 2007, the Agency entered into a Consulting Services Agreement with MSPS, a <br />consulting firm and commercial broker specializing in revitalizing downtown areas, for two <br />projects -development of Design Guidelines and Principles and a 2007 Downtown Retail <br />Strategy Implementation Plan. These projects were identified to increase retail vitality and <br />complement the Transit Oriented Development Strategy for the downtown area. <br />The Design Guidelines include detailed information and photo examples of the types of signs <br />and storefronts the City desires for the downtown. The Guidelines were presented to the <br />Business and Housing Development Committee in November 2007 and to the Downtown <br />Business Association in January 2008. The Design Guidelines are available in printed form, on <br />CD or on-line. A Facade Improvement Program, which provides a matching forgivable grant of <br />
