City of San Leandro Community Development Department Planning Services Division RECOMMENDED FINDINGS OF FACT FOR DENIAL OF PLN2007-00013 —14600 and 14850 Catalina Street International Church Foursquare Gospel (Applicant and Property Owner) The matter of the application of PLN2007-00013 was heard by the City Council on Tuesday, February 19, 2008, at a formal public hearing. After due consideration of all public testimony, the staff report, the San Leandro General Plan and the San Leandro Zoning Code, the City Council makes the following Findings of Fact, and determines that each of them is true. I The property located at 14600 and 14850 Catalina Street, Assessor's Parcel Numbers 80G-933- 20, -21, and 22-1, is in the Industrial Park (IP) District. II The subject property has an approximate area of 3.55 acres. It was formerly used as office headquarters for a data software company. III The applicant seeks a conditional use permit to operate an assembly use in the IP Industrial Park District. IV The proposed uses would consist of a 10,348 square foot sanctuary and seating area where congregation members would assemble, a proposed 4,130 square foot youth ministry area, 4,077 square feet of classrooms, 2,386 square feet for a children's assembly area, a 1,761 square foot lounge area, an 861 square foot conference/media room, approximately 848 square feet of storage, a 671 square foot kitchen, various offices ranging from 141 to 212 square feet, a 387 square foot bookstore, a 316 square foot staff lounge, and 185 parking spaces. Other general uses of the space include various study rooms, a counseling room, a copy room, rehearsal room, eight cubicles, a pastor's office and study, restrooms and various storage and audio/video rooms. The applicant proposes to conduct three weekly religious services at the site each Sunday morning and afternoon. The applicant expects the first Sunday service to attract approximately 325 persons; the second to attract approximately 675 persons, and the third to attract approximately 450 persons, for a total projected Sunday attendance of 1,450 persons. In addition, the applicant proposes to conduct additional holiday services, with attendance that is "usually higher" than at weekly Sunday services.
