PLN2007-00013 6 February 19, 2008 <br />Faith Fellowship Worship Center <br />Uniform Building Code (International Building Code) <br />• The Uniform Building Code (now superceded by the International Building Code) sets <br />building standards for occupants within a given structure. The Uniform Building Code <br />provides standards for construction related to different types of occupancies. The zoning <br />Code provides standards for appropriate land uses and separation of land uses, where <br />necessary. In this instance, there is no relationship between what the Uniform Building Code <br />refers to as an assembly use and what the Zoning Code refers to as an assembly use. Zoning <br />Codes protect incompatible land uses from being located in close proximity to one another. <br />Parking Code <br />Deficiencies: <br />• Parking requirements for assembly uses, per Zoning Code Article 17, are 1 space for 50 square <br />feet of assembly use. The applicant is proposing 185 spaces. It is staff's position that the use of <br />the existing industrial building for an assembly use would exceed the amount of parking <br />proposed. <br />• Staff has re -analyzed the parking requirements for the proposed project, and upon further <br />reflection, the total amount of assembly space calculated for the proposed project is 10,348 <br />square feet which is associated with the main sanctuary. By applying the I space per 50 square <br />feet ratio, the use would be required to provide 206 parking spaces to meet the City's parking <br />standards. Therefore, the proposed use does not meet Article 17, Off -Street Parking and <br />Loading Regulations for an assembly use, which requires 1 parking space per 50 square feet of <br />assembly space because it would be deficient by 21 parking spaces. <br />Traffic Impacts <br />• According to the trip generation rates provided by the Institute of Transportation Engineers <br />(ITE), the amount of traffic generated by the proposed assembly use would be potentially <br />significant. For instance, on Sundays, the average volume of vehicular trips generated would <br />be 1,688 ADTs. During peak periods, there would be an average of 542 cars traveling to and <br />from the proposed use, per hour, on Sundays. During the weekdays, when traffic generated <br />to and from the proposed use is expected to be lower in volume, as most church services and <br />activities are occurring on the week -ends, there would still be approximately 419 ADTs <br />generated by the proposed assembly use. <br />• By comparison, the amount of traffic generated by an industrial use would be much lower <br />and would have fewer impacts on the surrounding transportation network. For example, on <br />Sundays, the average number of trips generated would be 31 (as compared to 1,688 for the <br />assembly use). Further, there would be an anticipated 4.6 vehicles generated to and from the <br />proposed industrial use, per hour, on Sundays (as compared to the 542 generated by the <br />proposed assembly use).
