RELATING TO THE WATER POLLUTION <br />CONTROL PLANT REHABILITATION PROJECT, PROJECT NO. 07-593-52-239 <br />The work provides concrete forensic structural analysis of various structures at the Water <br />Pollution Control Plant. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a contractual services agreement with Wiss, Janney, Elstner <br />Associates, Inc. in the amount of $36,950.00 for the subject project. <br />BACKGROUND <br />The City of San Leandro (City) Water Pollution Control Plant (WPCP) provides treatment for <br />wastewater and discharges the water into the San Francisco Bay through the East Bay <br />Dischargers Authority (EBDA) pipeline located near the San Leandro/San Lorenzo border. <br />The City is currently developing a master plan upgrade of the WPCP. The report generated from <br />the concrete forensic structural analysis will assist the City in determining the priority of <br />structures that need to be rehabilitated or reconstructed. <br />Analysis <br />The City issued a Request for Proposals for the subject project to several consultants and <br />received four proposals. Wiss, Janney, Elstner Associates, Inc. submitted a proposal to perform <br />the work and was selected as the most qualified firm. It is an engineering and materials science <br />firm with extensive plant structure testing experience, including similar testing work done for the <br />wastewater treatment project in Yuba City, California. <br />Current City Council Policy <br />Not Applicable <br />
