CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: February 19, 2008 <br />TO: John Jermanis, City Manager <br />FROM: Uchenna Udemezue, Director <br />Engineering and Transportatio Department <br />BY: Kenneth Joseph, City Engineer ~~ <br />RESOLUTION APPROVING A CONTRACTUAL SERVICES AGREEMENT WITH <br />FREYER & LAURETA, INC., RELATING TO THE SANITARY SEWER PIPELINE <br />REPLACEMENT PROJECT 2007-08, PROJECT NO. 07-593-52-211 <br />SUBJECT PROJECT/PROJECT DESCRI ION: <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a contractual services agreement for professional design services <br />with Freyer &Laureta, Inc. in the amount of $44,820 for the subject project. <br />BACKGROUND <br />In 1995, the City of San Leandro (City) completed the comprehensive Sanitary Sewer Master <br />Plan (Master Plan), which identified sanitary sewer system deficiencies throughout the city. <br />Sewer investigations and inspections completed in recent years have identified additional <br />deficiencies in the City's sanitary sewer system. Utilizing the information from the Master Plan <br />and the investigation inspections, staff compiled and categorized a list of sewer projects to be <br />completed. Sewer mains are located both in the public right-of--way and on private properly. <br />Sewers on private property present a number of property rights issues, which can take time to <br />address. Therefore, this project consists of two phases. Phase I, which has been completed, <br />addressed sewers located in the public right-of--way. Phase II, the focus of this action, will <br />address sewers located on private property. <br />Analysis <br />Freyer &Laureta, Inc. has been in business since 1997 providing civil engineering design <br />services to both public agencies and private developers. Other agencies it has recently served <br />include: Town of Los Gatos; Town of Portola Valley; West Bay Sanitary District; and the City of <br />South San Francisco. Based on these references and the firm's availability to meet the City's <br />schedule, Freyer & Laureta, Inc. was contracted in 2004 to design the City's Pipeline <br />Replacement project.
