MINUTES Page 10 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 22, 2008 <br />Dr. Paul Dancy, representing the African American Business Council, addressed the <br />City Council, requesting that the Council consider adding the African American <br />Business Council to the list of eligible recipients for City Council Empowerment Funds. <br />End of Public Comments on Item 8.F. <br />There was consensus by the Council to schedule consideration of this matter on a future <br />City Council agenda. <br />M/S/C Starosciak and Prola. Report on Closed Session Actions Taken <br />None. <br />11. CITY COUNCIL REPORTS <br />A. Reports on Intergovernmental Agencies <br />Councilmember Prola reported on the recent meeting of the Oakland Airport <br />Community Noise Forum. There was discussion regarding the phase out of the old <br />Federal Express 200 planes due to the price of fuel, reports from residents of odor from <br />spent jet fuel, and the departure times and flight path of Fed Ex planes. <br />Councilmember Prola also reported on the January 9`h meeting of the Alameda County <br />Mosquito Abatement District Board, at which a commendation was issued to Glenda <br />Nardine, who graciously served on the ACMAD Board even after she left the City <br />Council. Councilmember Prola added his appreciation to Ms. Nardine for her service <br />on the Board. <br />Councilmember Starosciak reported on the meeting of the Congestion Management <br />Agency's Programs Committee, at which the I-580 sound wall project was discussed. <br />The project will go out to bid this year, and progress may be seen as early as this fall. <br />Councilmember Starosciak reported that a CMA retreat will be held on February 1st at <br />Hayward City Hall, and will focus on environmental issues. Vice Mayor Grant will <br />attend in her place. <br />Councilmember Starosciak also reported on the League of California Cities East Bay <br />Division. She noted with pride that San Leandro is represented on four of the eight <br />statewide committees. <br />
