This task also will include CEQA compliance. An Initial Study will be prepared. It is anticipated that a <br />Negative Declaration or Mitigated Negative Declaration will be acceptable, assuming the city can <br />demonstrate it has adequate sites to support its Regional Housing Needs Allocation without rezoning. <br />Task A-6: Prepare and Adopt Public Review Draft Housing Element <br />Description: The Administrative Draft will be revised, edited, printed, and distributed as a Public Review <br />Draft. The document will be made available in libraries, posted on the City's website, and mailed to <br />interested parties. It will also be submitted to HCD for formal review. <br />The Planning Commission and City Council will hold hearings on the public review draft and will consider <br />public input and comment. Comments from State HCD will also be considered. An addendum will be <br />prepared annotating proposed changes to the document. Council adoption is anticipated prior to the HCD <br />compliance date of June 2009. An HCD letter of certification will be requested prior to that date. <br />Task A-7: Produce Final Housing Element <br />Description; The annotated changes approved by Council will be merged into the Draft document in order <br />to produce the final, adopted Housing Element. As was done in 2002, two separate work products will be <br />produced: <br />^ The complete Element and associated maps, tables, and appendices, certified by HCD as <br />compliant. <br />^ A Summary of the Element which focuses on the Policies and Action programs. The Summary will <br />replace the existing "Chapter 9" of the San Leandro General Plan. The Summary will be formatted <br />so that it blends with the existing General Plan and can be inserted in place of the existing Housing <br />chapter. <br />TASK SERIES "B": GENERAL PLAN AMENDMENTS <br />Task B-1: Prepare General Plan Amendments for Conformity with Plans Approved Since 2002 <br />Description: This task includes a series of General Plan text and map amendments to incorporate area <br />plans approved by the City Council since the General Plan was adopted in 2002. Key among these plans <br />are the TOD Strategy (for the BART station area) and the East 14~ Street South Area Development <br />Strategy. Both of these plans included important land use and transportation recommendations that are not <br />reflected in the City's General Plan. Existing General Plan text will be edited and supplemented as needed. <br />In addition, the oversized General Plan Map will be reproduced to display the land use changes that were <br />approved by the Council when the area plans were adopted. <br />Task B-2: Prepare Other Amendments to the General Plan to Reflect Emerging Issues <br />Description: Other amendments to the General Plan will be considered as part of this task. These are <br />intended to keep the Plan current and ensure that it responds to the issues facing the City and region <br />Consulting Services Agreement between February 4, 2008 <br />City of San Leandro and Barry J.
