Section 5. That should additional funds be received for these projects, the City Manager or <br />his designee is hereby authorized to accept and allocate the same for the purposes described above; <br />and <br />Section 6. That the City hereby authorizes the City Manager or his designee to negotiate <br />grant terms, execute, modify, amend and extend agreements, allocate revenue, make expenditures, <br />and take all other actions with respect to the TOD Housing Program in accordance with this <br />resolution and its basic purposes; and <br />Section 7. That the San Leandro Crossings project and related infrastructure are being <br />independently reviewed under CEQA; and <br />Section 8. That the City has independently reviewed and considered this environmental <br />determination, and the City finds and determines, based on the information in the staff report <br />accompanying this Resolution, that this action complies with CEQA because this action on the part <br />of the City is covered by the Environmental Impact Report for the TOD Strategy, certified on <br />September 4, 2007; and <br />Section 9.
