unique proposal. Additionally, it was suggested that the number of meetings for each review
process not be limited by language in the amendment and that the locations of the meetings
be decided administratively. The recommended language is as follows:
In keeping with the City of San Leandro public process, the Developers will
participate in at least four meetings that will afford Community Groups, Labor
Organizations, and Various Stakeholders the opportunity to discuss issues. The
public input meetings will include community or town hall meetings and work
sessions at the City Council andlor Planning Commission.
As several individuals attended the meeting to comment specifically on this item, the
Committee felt that it was appropriate to allow public comment on this item at this point in
the meeting. Therefore, comments relating specifically to this item follow:
• Barry Luboviski, Building Trades Council, commented that the intent of the public
review process is to address policy and, therefore, it is fine to generalize the language
in the amendment in order to allow for the discussion of specific items on a case-by-
case basis. He also requested that Labor Organizations be capitalized.
• Dan Martinez, San Leandro resident, commented that participants in these future
public meetings should be allowed more than three to five minutes, the time allotment
typically allowed at public meetings.
• Pam Nelson-Hollis, COR, wished to thank the City Council and City staff for their
efforts to create a partnership and visioning process with the community.
4. Update on Development Projects: None.
5. Public Comments
Lindsay Imai, Urban Habitat, raised concerns regarding how the proposed WestlakeBART
project would be changed if Prop 1C funds were awarded, and that rigid granting
requirements may limit the project's ability to be flexible and incorporate the vision of the
community.
6. Adjourn: The meeting adjourned at 5:55 p.m.
3
