APSA Grant Application and Agreement 2 <br />exist within US EPA to implement afield-based inspection program that would adequately <br />inspect California's facilities. <br />Subsequently, Assembly Bill 1130 (Laird) was chaptered in October 2007 and became effective <br />January 1, 2008. The bill among other things: <br />• transfers the authority and responsibility for administration of the APSA from the Boards to <br />the CUPAs; <br />• provides for the expenditure of EPTF funds to the CUPA Forum Board and California State <br />Training Institute (CSTI) to provide no cost training and certification to CUPA inspectors; <br />• prevents collection of local APSA-related fees until January 1, 2010; and <br />• provides for the expenditure of EPTF funds to the CUPAs in the form of a grant to provide <br />initial program startup funding. <br />Current City Council Policy <br />Current policy to maintain control of regulatory programs at the local level in lieu of those <br />programs being implemented by a county, state or federal agency provides a higher degree of <br />integration and strategic planning into the overall plan and development of the City.
