APSA Grant Applicarion and Agreement <br />Not applicable <br />Summary of Public Outreach Efforts <br />3 <br />Cal EPA has provided notification to the facilities contained on the Boards' list of sites, of the <br />pending transfer of program responsibility and the revocation of annual fees effective for 2008. <br />Upon delegation, the CUPA will provide formal notification of local contact information, <br />submittal requirements and due dates in an outreach effort to the affected facilities. <br />Fiscal Impact <br />The Cal EPA grant will provide initial startup funds estimated at $52,521 to fund the program <br />through mid 2010. The final funding will be no less, but could be adjusted upward due to the <br />addition of facilities not previously identified by the Boards. Staff has preliminarily identified <br />additional facilities, but must confirm applicability before submitting a final list by December 1, <br />2008 for the second disbursement in 2009. Future funding would be through fees consolidated <br />into the single fee CUPA bill for facilities subject to the APSA program. <br />Budget Authority <br />Not applicable <br />Attachments <br />Grant Application, Draft Agreement, Cal EPA Fact Sheet <br />CONCLUSION <br />Staff recommends passage of the resolution accepting delegation and authorizing implementation <br />of the APSA by the City of San Leandro as a component of the Certified Unified Program. <br />Should the City decide not to implement this CUPA program element, Cal EPA will have to <br />delegate it to another CUPA, likely the Alameda County Environmental Health Agency, and the <br />City could jeopardize certification and loss of the CUPA program entirely. <br />
