Discussion Regarding Downtown Lighting and Pedestrian Improvement Project <br />Ken Joseph presented this project, which goes back about 6 years. One hundred twenty-five <br />new light fixtures similar to those on W. Estudillo are proposed in the Downtown Plaza and <br />on portions of W. Juana, Hays, Washington and Parrott. The goal is to raise the lighting <br />level and to improve the aesthetics. W. Joaquin will be closed to traffic west of East 14t <br />Street and turned into a pedestrian plaza. The Awning, Sign and Paint Program is developing <br />some standards for outdoor seating for businesses in the plaza area. There will a loss of <br />about 21 parking spaces. <br />The property, including the parking lots, is City-owned. These parking lots are RDA parking <br />lots and are fully its responsibility. The stores own their pads. Safeway, the City, and <br />Regency contribute to common area maintenance for everything west of Washington. <br />Sergio's parking lot will be repaved. <br />The City will call for bids next month. The construction is expected to last 8-9 months. <br />Construction cost estimate is about $3 million. The project will be funded by RDA bond <br />issue and be coordinated with the TOD. <br />
