DRAFT MINUTES <br /> Page 12 <br />March 3, 2008 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />Councilmember Stephens asked for clarification regarding who the <br />stakeholders are in this process. Councilmember Stephens commented that <br />he felt it only fair to gee asked how the <br />developer viewed the process, and how the additional meetings might <br />impact the project timeline. <br />Vice Mayor Grant noted that some of the work on the TOD has already <br />started. She stated that, once the addendum is adopted, she would like to see <br />the process started as soon as possible. <br /> <br />Discussion ensued regarding who would be considered stakeholders in this <br />process. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />Accepted as submitted. <br />2. Finance Committee Meeting of February 19, 2008. <br /> <br />Recommendation for City Council Consideration: <br /> <br /> <br />a. Schedule review and adoption of the Mid-Year Budget adjustments. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />b. Schedule approval of hiring additional police staff and providing for <br />discussed by the City Manager. <br /> <br />Mr. Jermanis stated that he had reported to the Finance Committee that the <br />police positions could be added through the use of reserves; however, the <br />positions could not be sustained through the use of reserves, and a revenue <br />source would need to be identified. It was suggested that the ad hoc <br />committee look at ways to address the longer-term funding needs of the <br />Police Department. <br />Councilmember Starosciak stated that she supports adding more police, but <br />is not in favor of this process and feels it would unfairly raise the <br />expectations of the community. Councilmember Starosciak expressed <br />concern that the Council would be making a commitment to add positions <br />without a revenue source to sustain them, and stated that she would like the <br />ad hoc committee to take a hard look at this issue. <br />Mayor Santos stated that, due to the time it takes to identify, hire and train <br />police officers, it is important to start the process as quickly as possible. <br />Mayor Santos commented that if there is no consensus to move forward, <br />then the matter could be referred to the ad hoc committee to review. <br /> <br /> <br />
