DRAFT MINUTES
Page 4
March 3, 2008
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting

There being no further comments from the public, and without objection, the Public
Hearing was closed.
Vice Mayor Grant made a motion to deny the application. Councilmember Stephens
seconded the motion.
Councilmember Starosciak commented on the recent conversion of the Willows
Apartments to co
all the units due to the downturn in the housing market. Councilmember Starosciak
indicated that she would support the motion to deny the project. She thanked the
Applicant for the efforts to make the project more desirable, but she commented that the
Woodside Apartments were probably not suitable for conversion to condominiums.
Councilmember Stephens also extended his appreciation to the Applicant for offering
the additional upgrades to the units. He commented that although he is a strong
proponent of condominium conversion, he has concerns about this project, particularly
the size and mix of the units and the laundry issue.
Mayor Santos urged the Council and developer to look at other condo developments in
the Bay Area for comparisons to this proposed project.

Mr. Jermanis suggested that the Council may want to consider a denial of the
application without prejudice, which would allow the developer to submit a new
application at any time.
Vice Mayor Grant made an amendment to her motion to deny the application without
prejudice. The amendment was accepted by Councilmember Stephens, who had
seconded the motion

Minute Order No. 2008-007
, Motion Denying, Without Prejudice, a Use Permit
to Convert the Rental Units at the Woodside Apartments into Condominium Units
for Individual Ownership and Modification to the Planned Development to
Redesign the Front Parking Lot to Increase the Off-Street Parking Supply,
Thereby Reducing the Front Landscaped Areas, Subject to Recommended
Number 76-437-7-1.
