MINUTES Page 11 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 3, 2008 C. Reports on City Council Committees 1. Business and Housing Development Committee Meeting of February 14, 2008. Accepted as submitted. Recommendation for City CounciURedevelopment Agency Consideration: a. Schedule consideration of an addendum to the Exclusive Negotiating Agreement (ENA) with San Francisco Bay Area Rapid Transit District (BART) and Westlake Development Partners, LLC to include language on the public review process, relating to development located on multiple parcels adjacent to the San Leandro BART Station. Public Comments on Item ll.C.l.a.: Barry Luboviski, Building and Construction Trades Council, addressed the City Council, thanking the Committee members for their time spent addressing the addendum to the ENA with BART and Westlake Development. Mr. Luboviski stated that labor and COR have developed two possible additional language changes to the ENA, to hold four community meetings with the developer and the City in a casual venue, which would be separate from meetings of the City Council and Planning Commission. Mr. Luboviski provided the Council with a copy of the proposed language changes. Dan Martinez, COR, addressed the City Council, thanking the Council for ensuring good public engagement in the development process for this project. Mr. Martinez expressed COR's support for the addendum to the ENA with BART and Westlake Development with the changes as suggested by the previous speaker. End of Public Comments on Item ll.C.l Mr. Jermanis clarified that tonight, the Council is receiving the report from the Business and Housing Development Committee, and staff will take the speakers' comments into consideration and bring the matter back to the Council for formal action. Vice Mayor Grant clarified that the spirit of the addendum would be to give the stakeholders opportunities to express concerns and suggestions about the project in its early stages. Councilmember Prola stated that either version of the language would be acceptable to him, and he would like to see at least four stakeholder meetings held.
