MINUTES Page 12
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 3, 2008
Councilmember Stephens asked for clarification regarding who the
stakeholders are in this process. Councilmember Stephens commented that
he felt it only fair to get the developer's input as well. He asked how the
developer viewed the process, and how the additional meetings might
impact the prof ect timeline.
Vice Mayor Grant noted that some of the work on the TOD has already
started. She stated that, once the addendum is adopted, she would like to see
the process started as soon as possible.
Discussion ensued regarding who would be considered stakeholders in this
process.
By consensus, the City Council approved this recommendation.
2. Finance Committee Meeting of February 19, 2008. Accepted as submitted.
Recommendation for City Council Consideration:
a. Schedule review and adoption of the Mid-Year Budget adjustments.
By consensus, the City Council approved this recommendation.
b. Schedule approval of hiring additional police staff and providing for
required equipment, as outlined in the Police Chiet's report, and as
discussed by the City Manager.
Mr. Jermanis stated that he had reported to the Finance Committee that the
police positions could be added through the use of reserves; however, the
positions could not be sustained through the use of reserves, and a revenue
source would need to be identified. It was suggested that the ad hoc
committee look at ways to address the longer-term funding needs of the
Police Department.
Councilmember Starosciak stated that she supports adding more police, but
is not in favor of this process and feels it would unfairly raise the
expectations of the community. Councilmember Starosciak expressed
concern that the Council would be making a commitment to add positions
without a revenue source to sustain them, and stated that she would like the
ad hoc committee to take a hard look at this issue.
Mayor Santos stated that, due to the time it takes to identify, hire and train
police officers, it is important to start the process as quickly as possible.
Mayor Santos commented that if there is no consensus to move forward,
then the matter could be referred to the ad hoc committee to review.
