MINUTES Page 15 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 3, 2008 <br />evaluating the five developers. Mr. Jermanis noted that while it may delay <br />the decision, it is important that the Council feel comfortable with the <br />process. He suggested that staff and Keyser Marsten perform the initial <br />screening and background investigation of the developers, as they have the <br />expertise to do so. <br />Councilnember Gregory noted that none of the criteria address the question <br />of dredging. <br />Mayor Santos commented that prior to 2007, most of the decisions <br />concerning the Marina were made by an ad hoc committee, and the current <br />process is much more open and inclusive. <br />Councilmember Prola outlined the steps in the RFQ review process, and <br />stated that the Council will have the opportunity to provide input at the work <br />session. <br />Councilmember Starosciak asked whether all Councilmembers will have the <br />opportunity to review the non-financial elements of the RFQs prior to the <br />work session. Mr. Jermanis indicated that the information will be provided <br />to the Council prior to the work session. <br />By consensus, the City Council approved this recommendation. <br />12. CITY COUNCIL COMMENTS <br />Vice Mayor Grant commented that she attended the McKinley School 90`h Birthday Party <br />along with Councilmember Souza. <br />Councilmember Souza asked for clarification about the appropriate place on the agenda to <br />report contributions made from Community Empowerment Funds. Councilmember Souza <br />reported that she contributed $50 to the Asian Community Cultural Association. <br />Councilmember Souza commented that she attended both the McKinley Schoo190th Birthday <br />Party and the luncheon event for the Yangchun delegation. <br />Councilmember Starosciak thanked Mayor Santos for allowing her to deliver the welcome <br />address at the Youth Summit last Monday, and she reported that the event was very well <br />attended. Councilmember Starosciak commented that at the City and San Lorenzo Unified <br />School District Liaison Committee meeting, the Committee received an update on the seven <br />Small Learning Communities, which operate like seven small high schools. Councilmember <br />Starosciak reported that an event was held for eighth graders last week, at which all the Small <br />Learning Communities marketed the features of their programs. She described it as being like <br />a College Night. <br />
