2 April 7, 2008
Analysis
The City currently collects developer fees for street improvements (DFSI) for projects that
negatively impact traffic, but these fees are not sufficient to cover the required overcrossing
improvements. The City has the authority to establish zones of benefit for area-specific street
improvement projects and to levee fees within the zones.
• This contract provides for a study of projected traffic growth within the City and
determination of the source of the increased ADT on the Marina Boulevard/I-880
Interchange. This information will be used to determine zones of benefit and fee levels for a
supplemental developer fee for street improvements that will be applied to new development
and used to fund the City's share of the overcrossing improvements. The current DFSI fees
range from $0.30/square foot for a mini warehouse to $9.70/sgLlare foot for a fast food
restaurant. This traffic study will be used to determine the amount of a new supplemental
fee.
Current City Council Policy
• None
Previous Cit_ Council, Action(s)
~ None
City Council Committee Review and Action
+ None
Applicable General Plan Policy
+ Policy 4.02: Fair Share Contributions
Require new residential development to pay its fair share of the cost of capital improvements
needed to serve that development
• Policy ] 3.03: Mitigation of Development Impacts
Require developers to address the impacts that their projects will have on the City's
transportation system.
